Belt and Road Construction Symposium Held

Tsinghua University News26thApril(CorrespondentXu Jing) In the forenoon of 25thApril, the Inauguration Ceremony of One Belt-One Road Strategy Institute, Tsinghua University and Symposium was held in the reception hall of the main building. Chairman Lin Jun of All-China Federation of Returned Overseas Chinese, President Qiu Yong of Tsinghua University and President Chen Deming of Association for Relations Across the Taiwan Straits attended and addressed the ceremony. The ceremony was hosted byCommunist Party CommitteeVice Secretary Deng Wei of Tsinghua University.

Lin Jun pointed out that the connotative and significant Belt and Road Initiative is a major measure China adopts to carry out the all-round opening-up in new historical conditions. He expressed the hope that while offering advices and suggestions on national policies, theOne Belt-One Road Strategy Institutewill manifest characteristics and pay more attention to the role and function of overseas Chinese in the Belt and Road construction; step up studies on countries along Belt and Road and overseas Chinese there, and put forward country-specific policies accordingly; strengthen feasible design for the involvement of non-governmental forces, especially overseas Chinese enterprises, into the Belt and Road construction; enhance the transformation of research findings into policies, give play to the “idea factory” effect of think-tank organizations, conduct more prospective and strategic researches and finally, become an indispensable think tank, pioneer, advisor and practitioner of the Belt and Road Initiative.

Tsinghua University is accelerating the construction of a world-class university with Chinese characteristics, said Qiu Yong. To have Chinese characteristics, we should stress service for national strategies; to be world-class, we need to maintain international and open features; and both can be exactly integrated by involvement into the Belt and Road construction. Upon the Belt and Road Initiative, Tsinghua University has provided talent support and intellectual support for Belt and Road construction by pushing ahead educational and cultural exchanges with countries along and related to Belt and Road, with the focus on the visions as planned in the initiative.

Qiu Yong stressed he hoped theOne Belt-One Road Strategy Institute can stick to the position of a high-end think tank, and work out a group of policy opinions and suggestions that are valuable, important and influential and application-oriented research achievements; intensify the cultivation of strategic talents, and exert efforts to cultivate high-end talents who are familiar with countries along Belt and Road and proficient in relevant languages and have good professional abilities; integrate all resources according to the concept of open collaboration and with an open attitude, and keep improving the capability of service for the Belt and Road Initiative.

In his address, Chen Deming said the Belt and Road Initiative is committed to stepping up communication of policies, connection of facilities, unblocked trade, financing, and link-up of people with coastal countries, building an all-round, multi-layer and compound network of connectivity, and building an open, inclusive and mutually beneficial framework. While joining hands to building theOne Belt-One Road Strategy Institute, Tsinghua University, an important place of academic research, and All-China Federation of Returned Overseas Chinese, the bridge and ribbon between CPC and government and the broad masses of returned overseas Chinese and their families and overseas Chinese, will exploit their respective advantages to push ahead China’s development and maintain world peace.

Dean Peng Kaiping of the School of Social Sciences, Tsinghua University said politics, economy, culture and many other aspects are involved in the social sciences discipline of Tsinghua so that it’s the responsibility and mission of the School of Social Sciences to build theOne Belt-One Road Strategy Institute. He hoped the School of Social Sciences would make contributions to the Belt and Road development by giving further play to Tsinghua’s characteristics—the integration between the west and China, between the ancient and the present, and between arts and science.

On the symposium held subsequently, Fan Hengshan, Vice Secretary General of National Development and Reform Commission; Zhu Yilong, Vice Chairman of All-China Federation of Returned Overseas Chinese; Shen Danyang, Dean of Policy Research Department and Spokesman of Ministry of Commerce; Wang Huiyao, Consultant of the State Council and President and Dean of the Center for China & Globalization; and Shi Zhiqin, Executive Dean of theOne Belt-One Road Strategy Institute gave a special report on Belt and Road construction respectively. The symposium was hosted by Li Zhuobin.

Belt and Road construction is a major strategic decision, with epoch-making significance, that the central government makes according to the profound variation of global situation and taking into consideration both domestic and international status. To implement the central government’s requirements and get involved deeply in the innovation-driven development strategy and the Belt and Road Initiative, Tsinghua University and All-China Federation of Returned Overseas Chinese signed on 23rdNovember, 2016 a strategic cooperation agreement, after more than one year of prudent studies and repeated consultations under the support from multiple aspects, to jointly found theOne Belt-One Road Strategy Institute. The purpose is to build a modern base of high-end think tanks and talents and a high-grade platform of international exchange, and provide service for the formulation and implementation of national strategies and the construction of national economy.

TheOne Belt-One Road Strategy Institute gets support mainly from the School of Social Sciences, Tsinghua University, and follows the dean responsibility system under the leadership of the leading group. Lin Jun and Communist Party Committee Secretary Chen Xu of Tsinghua University are appointed heads of the leading group, and Deng Wei and Li Zhuobin joint deans. It’s composed of such organs as consultative committee and academic board.

Next, theOne Belt-One Road Strategy Institute will conduct in-depth studies on global, strategic and prospective issues arising from the implementation of the Belt and Road Initiative, and strive to be a high-end think tank in the service of the Belt and Road construction. In the meantime, it will proactively push ahead the cultivation and training of high-end talents of countries along Belt and Road; hold “Belt and Road Scholars’ Forum” and “Belt and Road Chinese Businessmen’s Forum” at regular intervals so as to widely connect with overseas Chinese communities, overseas Chinese leaders, overseas Chinese businessmen and ordinary overseas Chinese, be committed to building a high-level personnel and information exchange service platform for the Belt and Road Initiative and contribute to the Belt and Road Construction.
