Professors Cai Jiming and Li Daokui from the School of Social Sciences Attend the Two Sessions

This year, the Fourth Session of the 13thCPPCC National Committee was held in Beijing on March 4 while the Fourth Session of the 13thNational People’s Congress (NPC) opened in Beijing on March 5. Professors from the School of Social Sciences, Cai Jiming and Li Daokui, a deputy to the NPC and a CPPCC member respectively, attended the Two Sessions to perform their duties and discuss state affairs.

On February 24, some of the deputies to the NPC and members of the CPPCC who would attend the Two Sessions had a seminar at the eastern hall of Gong Zi Ting (an H-shaped building), where Chen Xu, Secretary of the CPC Tsinghua University Committee, and Jiang Shengyao, Executive Deputy Secretary of the CPC Tsinghua University Committee, listened to advice on university development from these deputies and members. Cai and Li introduced their respective motions and proposals at the seminar, and were interviewed by the university after the seminar.

Cai said, as this year marks the start of the 14thFive-Year Plan (FYP), he is concerned about the 14thFYP. He has been studying the urbanization of the land system and the 14thFYP particularly mentions that in the new stage of development in the new era, the new type of urbanization emphasizes county-based urbanization. However, surveys indicate that China still has over 1,500 counties nationwide, so he suggested these counties first be divided into several types and then adopt differentiated implementation schemes, thereby shoring up weak areas.

Li stated that as a Tsinghua professor, he feels very proud to attend the Two Sessions every year, and at the same time heavier responsibilities. He focuses on major economic issues at the beginning of the 14thFYP, especially how digital economy can develop healthily. He recommended setting up a regulatory commission for digital development by reference to China Securities Regulatory Commission (CSRC), China Banking and Insurance Regulatory Commission (CBIRC) and the Central Bank, to promote healthier and quicker development of the digital economy.

Facing a new climate on a new journey and at a historical point, deputies to the NPC and CPPCC members will make pragmatic suggestions and recommendations with high sense of policy responsibility and mission. They will exert their expertise, grasp the pulse of the times, reflect the voice of the faculty and students, and exhibit the presence of the School of Social Sciences and Tsinghua.
