近期,中美两国领导人会晤为稳定双边关系、加强沟通对话创造了新的机遇。尽管竞争仍将是中美关系的重要特征,但双方也认识到保持沟通和构建建设性战略稳定关系的重要性。

长期以来,教育、科技、学术合作等人文交流一直是连接中美两国社会的重要桥梁。然而近年来,受地缘政治紧张局势和国家安全关切上升的影响,这些交流渠道面临越来越多的挑战。

为探讨未来中美人文交流的发展前景,清华大学战略与安全研究中心(CISS)邀请到中美科技创新与教育合作领域知名专家——丹尼斯·西蒙教授,做客“智者对话”。

本次对话将重点探讨:

哪些交流领域正面临越来越多的限制与挑战;

哪些领域仍有合作空间,但需要更加谨慎地推进;

哪些领域仍然具备广阔的合作前景与发展潜力。

同时,对话还将围绕中美科技合作的未来、高校在维系对话中的作用,以及如何在竞争时代保持沟通渠道畅通、构建建设性战略稳定关系等议题展开深入讨论。

欢迎各界朋友共同参与这场及时而富有启发性的交流,探讨如何在新的形势下重建信任、加强联系,为中美人文交流注入新的活力。

The recent summit between the Chinese and U.S. leaders has created new opportunities to stabilize bilateral relations and expand dialogue. While competition remains a defining feature of therelationship, both sides have recognized the importance of maintaining communication and strategic stability.

People-to-people exchanges—including education, science, technology, and academic collaboration—have long served as important bridges between the two societies. Yet these channels have faced increasing challenges in recent years amid geopolitical tensions and growing national security concerns.

To explore the future of these exchanges, CISS is honored to host Professor Denis Simon, a leading expert on China-U.S. science, technology, innovation, and educational cooperation.

Using the framework of "Red Zones, Yellow Zones, and Green Zones," the dialogue will examine:

Which areas of exchange have become increasingly constrained;

Where cooperation remains possible but requires greater caution;

Which fields continue to offer promising opportunities for engagement and collaboration.

The discussion will also explore the future of scientific cooperation, the role of universities in maintaining dialogue, and how both countries can preserve channels of communication and build a constructive relationship of strategic stability.

【主讲】

丹尼斯·西蒙

国际商业、创新、人才以及全球科学技术事务领域的专家。他在研究当代中国的创新、研发以及人才战略方面拥有超过四十年的经验。

目前,他担任清华大学苏世民书院美国银行讲席教授,同时也是昆西研究所(美国华盛顿特区)的高级研究员。

他曾于2022年至2025年担任杜克大学亚太研究所访问教授。2015年至2022年期间,他在杜克大学富卡商学院担任实践教授,并于2015年至2020年出任中国昆山杜克大学常务副校长。

2008年至2016年间,他是由白宫科学与技术政策办公室与中国中华人民共和国科学技术部联合组织的中美创新对话专家组的创始成员之一。他还曾在多所美国主要大学担任中国事务与SIO(战略性国际合作)高级顾问。

1995年至2000年,他担任安达信咨询北京公司总经理(现为埃森哲),并于2001年至2002年担任摩立特集团中国区创始总裁。

他在加州大学伯克利分校获得博士和硕士学位,在纽约州立大学新帕尔茨分校获得学士学位。他能够使用普通话进行口语交流和阅读。

2006年,他在北京人民大会堂从时任中国国务院总理温家宝手中荣获中国政府“国家友谊奖”。

Denis Simon

Denis Simon is an expert on international business, innovation,talent, and global science and technology affairs. He has more than four decades of experience studying innovation, R&D, and talent strategy in contemporary China. Currently, he is holder of the Bank of America Chair at the Schwarzman College at Tsinghua University. He also is a Senior Research Fellow at the Quincy Institute in Washington, DC. He is former Visiting Professor within the Asian Pacifi c Studies Institute at Duke University (2022-2025). From 2015-2022, he served as professor of practice at Duke University’s Fuqua School of Business and Executive Vice Chancellor of Duke Kunshan University in China from 2015-2020. He was a founding member of the Experts Group of the USChina Innovation Dialogue organized by the White House Office of Science and Technology Policy and China’s Ministry of Science & Technology (2008-2016). He also has served as senior adviser on China and SIO at several major U.S. universities. From 1995-2000, he was general manager of Andersen Consulting in Beijing (now Accenture) and was founding president of Monitor Group China (2001-2002). He earned his PhD and MA from UC Berkeley and his BA from SUNY New Paltz. He speaks and reads Mandarin Chinese. In 2006, he was awarded the China National Friendship Award by then Premier Wen Jiabao in the Great Hall of the People in Beijing.

肖茜

清华大学战略与安全研究中心副主任,兼任人工智能国际治理研究院副院长,清华大学国际合作与交流处处长。

2003年至2014年在外交部、中国驻俄罗斯大使馆、驻英国大使馆工作。2015年起,参与中国高端智库的筹建和项目运作。2019年,入职清华大学,参与创建战略与安全研究中心和人工智能国际治理研究院。

持续跟踪中美关系、人工智能治理等领域研究,参与中美战略稳定对话、中美人工智能与国际安全对话等,为联合国裁军研究所(UNIDIR)人工智能、安全与伦理(RAISE)多利益相关方项目组成员。曾参与策划、组织清华大学人工智能治理与合作国际论坛,战略与安全国际论坛、世界和平论坛等,指导创建战略青年项目、清华大学学生全球战略研究协会。

XIAO Qian

XIAO Qian is the Deputy Director of the Center for International Security and Strategy (CISS) and Vice Dean of the Institute for AI International Governance (I-AIIG) , and Dean of Office of International Affairs, Tsinghua University.

From 2003 to 2014, she served in the Ministry of Foreign Affairs as well as the Chinese Embassies in Russia and in the UK. She joined the Foreign Affairs Committee of the National People’s Congress (NPC) in 2015, where she contributed to parliamentary engagement and work related to the NPC Spokesperson’s Office.

In January 2019, Xiao Qian joined Tsinghua University and helped to establish CISS and I-AIIG. She follows closely on China-US relations and global governance of AI. She was one of the key organizers for the International Forum and AI Cooperation and Governance of Tsinghua University. In 2019, she initiated CISS-Brookings Track II Dialogue on AI and International Security. She now serves as a RAISE member of UNIDIR and has attended Global Conference on AI, Security and Ethics.
